CIR Advisory Panel Board Member. Served as Past Panel Chair

Mr. Barton is the senior vice president for HNTB and serves as the firm’s professional services chair, National Department of Transportation market sector leader and interim national bridge leader. He also served as the CIR Advisory Panel Chair for many years before stepping down from the chair position in 2023.

Working in collaboration with HNTB’s regional/division presidents and office leaders, he develops and directs strategies that enhance HNTB’s services to transportation sectors across the country. Prior to joining HNTB, Mr. Barton served the Texas A&M University system in various capacities after retiring from the Texas Department of Transportation where he held engineering, management and executive leadership roles over a span of 29 years. Mr. Barton’s experience in the transportation industry and knowledge of industry issues and trends enables him to speak about a variety of transportation topics, including U.S. infrastructure investment, Highway Trust Fund solvency and diverse funding sources, efficient infrastructure investments, and sophisticated engineering approaches and solutions.
