Lance Simmons

Lance Simmons

CIR Advisory Panel Board Member

Lance Simmons, P.E., brings over 30 years of transportation engineering and leadership experience to his role as Senior Vice President of Client Relations at Webber. He retired from the Texas Department of Transportation (TxDOT), where he most recently served as Chief Engineer, overseeing statewide engineering operations and district activities.

Simmons began his TxDOT career in 1994 in the Atlanta District and held various leadership roles, including Bridge/Special Projects Engineer, Director of Operations, and District Engineer for the Bryan District. He was later appointed Director of Engineering and Safety Operations before retiring in 2025.

A graduate of Texas A&M University and a Terry Scholar, Simmons was honored with the Luther DeBerry Award in 2014 and recognized by both the Texas Transportation Commission and the Texas Senate Committee on Transportation for his decades of service.

In his new role at Ferrovial’s Webber, Simmons will focus on strengthening long-term relationships with key clients, building strategic partnerships, and cultivating opportunities in new markets.
